What’s up with Time Warner Cable’s customer no service?

We recenetly got digital cable with a DVR box. Today, we can view any of the regular channels for appx. 20 seconds and then a message comes up …To order this channel call customer care at 877- 772-2253… These are not premium channels. We called the customer no service number several times and all we get is muzak. Any help (other than finding us a good satellite dish) would be appreciated.
